In a peaceful referendum on 25 September 2017 Kurdistan people voted for independence from Iraq. The result of this referendum, where 3,305,295 citizens voted (70% of the population) with 92.7% voting in favour of independence.
The Centre for Independence of Kurdistan request that your government officially recognize the referendum results and the Kurdish people’s right to declare an independent state and find the way to obtain your government and the international community’s support.

We believe that the international community should respect the right of self-determination and decision of the people of Kurdistan. We call on you to adhere to the UN Charter Articles 1(2) & 2; Article 2 of the General Assembly Resolution 1514 (XV) of 14 December 1960; the ICCCPR and ICESCR common Article 1. Under this charter the people of Kurdistan have the right to self-determination; due to being victims of a genocide and occupation for the last century.

The people of Kurdistan have been exercising their right to internal self-determination for some time (1991 to 2003) under the UN protection through the resolution 688. From 2003 – 25 September 2017 Kurdistan became part of Iraqi federal state which failed to integrate all parts of Iraq. Instead it divided Iraq along ethically and religious lines. The Iraqi free union according to the Iraqi constitution which confirmed “The adherence to this Constitution preserves for Iraq its free union of people” (Preamble from the Iraqi constitution). This was just ink on paper, and instead of free union became sectarian war.

According to the international laws and the reality of the failure of ethnic and sectarian federal system, the people of Kurdistan had a right to hold a referendum and decide their future. The people of Kurdistan decided to be independent from Iraq. For that reason it is now only right that they should be allowed to start the process that will culminate in self-determination.

The reaction from Iraqi government, parliament and Federal court has been against the people of Kurdistan’s right of self-determination. This has been shown by the Iraqi Government closing the airspace around the Kurdish area of Iraq by stopping all international flights in and out of Kurdistan, blocking of borders and military threats made by the Iraqi state to Kirkuk.
These actions confirm that the people of Kurdistan have made the correct decision to be separate from this sectarian religious and nationalist Arab government, which has the same hostility as Sadam regime towards Kurdistan people’s right of self-determination.
The Kurdish people in a peaceful way decided to be independent. The Iraqi government’s response has been to declare economic, political, judicial and military war against the people of Kurdistan.
Your government recognition of the referendum and its result will prevent the Iraqi government accelerating to another ethnic and sectarian war in Iraq. It will also make sure the Iraqi government respect the people of Kurdistan’s right of self-determination. This in turn will encourage the Iraqi Government to start negotiations with Kurdistan according to International law.
Therefore, we ask your government to call on the UN to:
1. Recognize the result of the 25 September referendum and the Kurdish people’s right to declare an independent state.
2. Take responsibility for protecting the people of Kurdistan against any threat and aggression from the Iraqi and other regional governments;
3. Hold an international conference to discuss and solve the problems and disputes between Kurdistan and Iraqi government regarding oil, water, borders and the process of independence of Kurdistan.

Therefore, you have a crucial duty in response to the current unstable situation of Kurdistan and we hope you will agree to the above request.
